Opening ceremony for the 10th course (2009- 2010) of advanced political reasoning for Laos’ senior officials.
Pursuing the Agreement on training co-operation between the Socialist Republic of Vietnam and the Lao People’s Democratic Republic, the Ho Chi Minh National Academy of Politics and Public Administration (HCMA) officially opened the 10th course ( 2009- 2010) of the Advanced Program in theories of Politics for Laos’ senior officials.
Attendants of the ceremony were: a member of the Party’s Central Committee, President of the Academy, Professor- Dr Le Huu Nghia; repesentatives of the Academy’s Labor Union, the Party Committee, Departmnent of Management and Training, Department of International Cooperation and the Office of the Academy; Cimmitee of Organization and Personell, members of Foreign Economic Relations Department- Ministry of Planning & Investment. Attendants from Laos were Mr. Sunthon Saynhachac, extraordinary and plenipotentiary ambassador to Vietnam and 20 learners of the course.
In the opening speech, Mr. Le Huu Nghia affirmed the interest of both parties in personnel training, especially in reasoning tasks and reasoning training amongst officials. He emphasized: “Ho Chi Minh National Academy of Politics and Public Administration is the national center of personnel training and scientific researches. We were given the responsibility, by Vietnam Communist party of central committee and Government for leader training, in co –operation with Laos. It is always in our mind that it is such a challenged but honorable mission as by doing that we can contribute, yet still a little, to training leaders, managers, reasoning staff for Laos and to the development of the special relationship between Vietnam and Laos.”
Mr. Sunthon Saynhachac, extraordinary and plenipotentiary ambassador to Vietnam had a speech in which he expressed his sincere gratitude to Vietnam Communist Party of Central Committee, the Government and people. He owned his thanks to the Academy, as well for having trained hundreds of Laos’s leaders and reasoning staff and many of whom held important positions in Laos’s party committee and government. He also encouraged the learners, gave them the mission of studying, doing researches, gaining knowledge and experience of the innovative achievements in Vietnam so that they could contribute to their country’ development on return.
On behalf of the learners, Mr. Onthoong Phengxomphan expressed his gratitude to both parties and governments for taking interest in the course. Following the ideas of the ambassador, he promised to invest effort in studying and following all regulations of the Academy so that he could take part in the development of the relationship between the two countries: Vietnam- Laos.
